Mr. Dawson has a degree from the University of Arizona in Natural Resources and Recreation Management. His has extensive experience in the environmental, community involvement, and transportation fields. His background encompasses 30 years in the federal, state, county, and private consulting sectors, preparing or directing land use plans, corridor studies, feasibility studies, and project National Environmental Policy Act documentation. Mr. Dawson has participated in, or directed the preparation of, hundreds of environmental documents and studies. He is experienced in working with multiple jurisdictions and interest groups to help solve complicated local and regional issues in projects. His thorough knowledge of the environmental field, permitting issues, and regulatory requirements assists in the planning and engineering elements of a project.
His career has included working for the Bureau of Land Management, Arizona Department of Transportation, Maricopa County Department of Transportation, and several consulting firms. He has been with EcoPlan since 2006 and manages the Tucson office. This is his second stint as an AZAEP Board member, having previously served from 2005 to 2010.
Dorothy Hallock is President of Hallock/Gross, Inc. She has 30 years of experience working with Indian tribes and private development clients in the Southwest. She has expertise in water resources planning, environmentally responsive design for arid regions, as well as land use and environmental planning.
Her land and water use master plan for the Gila River Indian Community won the American Planning Association's highest national award. Ms. Hallock has written innovative land development controls and prepared water resources management strategies that respond to the volatile politics of Colorado River water use. She collaborated with consulting engineers to prepare an innovative reservation water and sewer master plan which took first place in the Arizona Governor's Rural Development Awards. She served as the only representative of tribes on the California Environmental Protection Agency's Environmental Justice Advisory Committee.
Ms. Hallock is a member of NAEP and has served two years as Director at Large of AZAEP before being elected Treasurer in 2012.
